Vision and Mission Statements for the Recruitment and Placement Division |
VISION - The Recruitment and Placement Division will be the leader in provision of productivity and quality oriented recruitment and placement policies, advisory and facilitatory service to empower the public service to effectively discharge its mandate. We will be a customer-driven division with a culture of excellence.
MISSION - Recruitment and Placement Division exists to provide sound recruitment policies, procedures, advisory and facilitatory service - for an in partnership with Government, Ministries, Departments, Employees and other stakeholders through recruitment policy formulation, monitoring, research, valuation and continuous improvement initiatives.
We commit to continuously provide a cost effective, customer and technology-driven service to ensure consistency in the implementation of recruitment and placement policies within the public service, and to ensure national socio-economic development.

The overall purpose of this division is:
"...to develop recruitment policies and provide professional guidance and support to ministries and departments in order to attract and obtain the right type of manpower to fill the approved Public Service posts, and to ensure that entry into the Public Service is determined primarily on the basis of merit and full regard to the efficiency of the public service"
In order to achieve the above purpose, the division performs the following functions:
1.1 Recruitment Policy
Recruitment Policy Leadership and Direction:
developing long-term public service recruitment policies and operational guidelines;
providing overall leadership, direction, interpretation and coordination of all Public Service-related recruitment and placement matters;
developing and introducing selection criteria for appointments into the Public Service;
periodically reviewing recruitment-related regulations, systems and procedures to ensure their relevance and effectiveness;
developing sound, need-related, Public Service promotions and transfers related criteria and operational guidelines, based on approved regulations and principles.
Monitor Public Service Vacancy and Recruitment Status:
monitoring public service recruitment vacancies with a view to advice ministries on how to fill them.
Recruitment System and Procedures:
developing and documenting public service recruitment systems and related procedures, based on the principles of merit selection and public service regulations;
facilitating the development of public service systems and procedures;
facilitating the implementation of recruitment systems and procedures;
monitoring the implementation;
evaluating the implementation process.
Induction and Orientation of New Staff Joining the Public Service:
formulating the induction policy to govern the induction programmes in ministries and departments.
Appeals on Recruitment Matters:
processing appeals and providing comments on recruitment issues to the Vice President, Permanent Secretary to the President, and the Ombudsman;
Processing appeals on recruitment issues for public officers and the general public with reference to the Attorney General's Chambers where it is necessary;
preparing affidavits for submission to Attorney General's Chambers on recruitment and placement court cases, and where necessary give evidence in court;
providing information to the Attorney General's Chambers pertaining to letters of demand from public officers' attorneys.
1.2 Technical Assistance Administration
providing professional guidance and advice to ministries/departments through Appointment Boards;
facilitating external recruitment through agencies;
developing an efficient system of administering technical assistance agreements;
coordinating the implementation of approved technical assistance agreements and protocol, and closely liaising with relevant agencies and stakeholders;
maintaining up-to-date records of Technical Assistance Agreements and protocols;
providing guidance, advice and direction on Technical Assistance ministries and departments;
ensuring that the relevant provisions of the Technical Assistance Agreements/Protocols are consistently and effectively applied and adhered to by all parties concerned;
maintaining effective liaison with the Ministry of Finance and Development Planning and the Ministry of Foreign Affairs and International Cooperation, other ministries/departments and agencies on technical assistance-related matters.
1.3 Localisation Policy
Localisation of the Public Service
coordinating the implementation of the approved training evaluation systems;
monitoring progress of localisation and producing progress reports;
providing secretarial service to the Localisation and Training Commission;
Management and review of training agencies' contracts and agreements;
Ensuring effective management of the Training and Human Resource Development Division;
1.4 Schemes of Service
facilitating development of career plans (schemes of service) in the public service ;
facilitating the development of job descriptions;
coordinating the overall implementation of the approved career plans (schemes of service);
periodically reviewing the content and relevance of the approved schemes of service.
1.5 External Recruitment
The Recruitment and Placement Division has staff establishment of 17 posts as at 30th April, 2007.
